Since 2010, The Eberly Company has been selected by the Los Angeles Housing Department (LAHD) to provide assistance to property owners and landlords going through the Rent Escrow Account Program (REAP) process.
What is REAP? REAP was established by Los Angeles City Council Ordinance 172,109 (July 15, 1998) as part of the Systematic Code Enforcement Program (SCEP). It requires the city to inspect all residential buildings with two or more units every three years, ensuring properties maintain life, safety, and general habitability standards.
Failure to comply can result in rent reductions to your tenants, REAP administrative fees, and a cloud on the property title. Unlike Code Enforcement (which can result in criminal charges through the City Attorney), REAP is administrative and financial enforcement. We help you navigate both.
